UTILITY NETWORK GEODATABASE CREATION

The client is one of the largest investor-owned water utility in the Western United States supplying water service to nearly 400,000 consumers through 21 water systems / districts. Each of the 21 districts have a set of water system plat maps that represent the location and attribute information, which were to be converted into a GIS format (Geodatabase). The Customer, which is a leading engineering giant in the USA, was contracted for undertaking this task, as one part of a larger project and felt the need for an experienced GIS company to outsource the conversion part.

SOLUTION METHODOLOGY

NeST proposed and implemented a solution that involved the creation of a geodatabase of water network assets & distribution map for few of the water districts, undertaken from an offshore facility. Inputs included water system plat maps and as-builts. NeST created the geodatabase & distribution map based on the data conversion rules & specifications provided by customer. The data conversion rules & specification covered data capturing guidelines, connectivity rules, annotation placement guidelines, symbology, scale & templates to be used for various map outputs. The deliverables included water network data in personal geodatabase, distribution maps and atlas map books.

Following features along with the required attributes were captured for creating the geodatabase

  • Water Mains (Distribution & Transmission), Laterals (Hydrant, Fire & Metered), Casing, Fittings (Blowoff, Caps, Cross, Ell, Vertical Offset, Plug, Station Termination, Pipe Change, Reducer,Tapping Sleeve, Tee, Wye), Valves (Altitude, Air Release, Simple Check, Pressure Reducing, Gate, Butterfly), Fire Hydrants, Meter, Easement, Lateral Point, Sampling Station, Related annotations

Water mains were digitized using the offset distance indicated on the plat map using the specified offset reference (Right-of-way (ROW), edge-of-pavement (EOP), face-of-curb (FOC), and Centerline (CL)) which form part of the landbase provided as a base map. In case, if offset distance was not shown on map it was scaled from the source map. Attributes of water mains available from water system plat maps were updated to the geodatabase. Water mains annotations generated from the attributes were placed as per the conversion rules. Connectivity was maintained as per the connectivity rules provided in the conversion rules.

Casings & their attributes were captured as shown in the plat maps and were placed on top of the mains. Their annotations were placed as per the guidelines provided. Type of fitting was identified based on the symbology provided in plat maps. Attributes was captured based on the fitting subtype. Fittings were snapped to the main and lateral and were rotated to match the data specification for each individual fitting. Annotations were placed as per the placement guidelines provided.

Valves (Control & System) were positioned as depicted on the source plat and were placed so that the symbols are visible and do not conflict with any other graphic feature. Connectivity was maintained as per the guidelines.

Laterals were placed perpendicular to the main unless otherwise indicated and were snapped to the main without breaking the main. Meter shown on the plat maps were captured as terminating point to the Meter Lateral. Lateral Points were placed at the end of Fire Lateral and Metered Lateral for connectivity. Easements were converted as shown in the plat maps. Easements were scaled manually from edge of main or were drawn based on the dimensions shown on source.

If the source map is scanned as-builts, the features are captured based on the survey descriptions (station points, metes & bounds) available in the as-builts.

ArcMap template (mxd setup file) for generating distribution map was developed and distribution map pdfs were generated using this template.
